
The representation, direction and administration of the Consortium are made up by the Governing Council, which is composed by:
- As a representative of the
Catalan government, the councillor of the competent
department in research issues or the person designated by
him, and five persons designated by the competent
departments in research, universities, information society,
industry and health issues.
- Representing the Fundació Catalana per a la Recerca i la Innovació, its president and its director, who acts as President and Secretary of the Governing Council, respectively.
- Representing the Universitat de Barcelona, its rector.
- Representing the Universitat Autònoma de Barcelona, its rector.
- Representing the Universitat Politècnica de Catalunya, its rector.
- Representing the Universitat Pompeu Fabra, its rector.
- Representing the Universitat de Girona, its rector.
- Representing the Universitat Rovira i Virgili, its rector.
- Representing the Universitat de Lleida, its rector.
- Representing the Universitat Oberta de Catalunya, its rector.
- Representing the Universitat Ramon Llull, its rector.
- Representing the Consell Superior d'Investigacions Científiques (CSIC), its president.
The Governing Council delegates part of its faculties to a Permanent Commission, formed by:
- President: the president of the Governing Council, or a delegated person.
- Vice-President: the general director of Universities.
- Members (7): the director of
the Catalan Foundation for Research and Innovation; the
representative of the competent department in information
society issues to the Governing Council or the person whom
he delegates; two members to share by the universities UB,
UAB and UPC, with a renewed member each year; and the other
three members, for the other six universities and the CSIC,
renewed yearly.
- Secretary: the CESCA director, not as a full member.
It delegates all the decissions about this service to the
CATNIX
Strategic Commission as well. This commission is formed
by the entities connected to the Catalunya Neutral Internet
Exchange and
chaired by the Vice-president of CESCA or a delegated
person.
CESCA Board Council is formed by the Director
of the Centre and the three department managers: Systems
& Networks, Applications & Projects, and Finance
& Promotion.
For the good operation of the Centre, the following advisory committees have been created:

The
Technical and Advisory Commission
(CTA, in
catalan), constituted in 2006 with two basic
objectives:
The
members of the CTA are named by representatives of
each organization of the consortium to the Permanent
Commission among their technical personnel with
directive responsibilities (for example, computer
science directors or
similar). |

The Technical Commission for the CATNIX Data Exchange (CTID, in catalan) and the Technical Commission for the CATNIX Voice Exchange (CTIV, in catalan), created in 1999 and 2007, are made up by a technical representative of each entity to analyse and debate all the topics related with the operation of the service for data and voice, respectively. |

The Anella Científica Technical Commission (CTAC, in catalan), created in 1993, is a forum to debate all the topics related to the communications network. It is formed by all the network technical managers of the connected institutions with a 10 Mbps connection at least and that want to participate in this commission and promise to attend one of each three meetings. |

The Drugs Design Service Users Group (GUSDF, in catalan), created in 1997, is formed by the representatives of the academic and industrial institutions that access to the service and has the objective of monitoring, evaluating it as well as to suggest improvements. |

The Large Users of Supercomputing Commission (GUCAP, in catalan) was created in 2000 to debate high performance computing issues (resource allocation, hardware and software acquisition criteria, training, quality service...) for improving our services. It consists on the 10 top largest consumers' project managers and a maximum of eight experts, and it is renewed each four years. |

in Hiring and Analyzing for Supercomputing
Commission (ECAS, in catalan), created
in 2001, is made up by the President, the Secretary and
five members of the board, the two Vice-presidents of
the GUCAP and three members appointed by the Permanent
Commission to proposal of the Director and chosen
preferably between the GUCAP members. It acts generally
as a team of specialists working together to develop
ideas about the service and suggest action plans in
this regard. The members of the board will, if they are
asked for, execute reports or be part of the experts
commissions or the hiring boards in the contractual
procedures carried out in supercomputing. |

experts commissions are renewed every four years, at
the same time that the vice-presidencies of the GUCAP
and GUSDF, respectively. |

Inteum Intellectual Property Management Users
Group (GUGPI, in Catalan), set up
in 2009, is formed by the universities representatives
that use the service and its aim is to control and
monitor of the Inteum intellectual property manager
service. |

The
e-Vote Platform Users Group (GUPeV, in
Catalan), set up in 25th March 2010, is formed by the
universities representatives that use the service and
its aims are to supervise the implementation of a
unified electronic vote platform and to control and
monitor the service. |
The following two working groups have also been created:
| a) | The
Security Registers Management Working Group
(GTGRS, in
Catalan), set up on 27th October 2009 to supervise the
feasibility analysis of a common platform or a security
registers management software for the whole
universities that belong to the Catalan Association of
Public Universities (ACUP, in Catalan). |
| b) | The
e-Hiring Platform Working Group
(GTPeC, in
Catalan), set up on 28th October 2009 to supervise the
feasibility analysis of an electronic hiring common
platform as well for the whole ACUP
universities. |
The relation between advisory organs constituted and its present composition is described in the web.
In addition, the Director can constitute, according to its own judgement, other users commissions and program committees for the CESCA workshops, with no need to formalize them as advisory organs.
